Read that again, because the timing is the part that surprises people. The license has to be in hand at the point the price is negotiated. A quote above the threshold from a contractor without a license is already outside the rule, before anybody climbs a ladder.
Roofing is named specifically for subcontractors too. The same board requires a license for electrical, mechanical, plumbing, HVAC, or roofing work when that portion of the project is $25,000 or more, including materials, equipment, and labor. That last clause is what catches people out. The threshold is not the labor figure on the estimate. It is the whole number, shingles and dumpster and crew together.
